Space for Civil Protection: Turning industry expertise into EU policy action

Over the past two years, Space Y has made civil protection and resilience a major focus of its policy work, bringing together members’ expertise and engaging directly with European policymakers on the operational use of space-based services.

This work builds on Space Y’s 2025 policy paper, Satellite-based services for a competitive, autonomous, safe and resilient Europe, which highlighted the contribution of downstream space applications to Europe’s resilience and security. Following its dissemination, Space Y was invited in May 2026 to exchange with Members of the European Parliament’s Resilience, Disaster Management and Civil Protection Intergroup and Sky & Space Intergroup.

Building on this exchange, and bringing together members’ experience and use cases on civil protection, disaster management and emergency response, Space Y published a dedicated policy message paper in July 2026, Unlocking the Full Potential of EU Space Services for Resilience, Disaster Management and Civil Protection. Since then, the association has continued to bring these messages into its dialogue with European institutions.

Why this matters now

Recent EU initiatives confirm the growing importance of preparedness and resilience. The Commission’s Preparedness Union Strategy calls for stronger anticipation, early warning, crisis coordination and public-private cooperation. At the same time, the proposed Union Civil Protection Mechanism (UCPM) for 2028-2034 gives greater visibility to space-enabled capabilities supporting situational awareness, early warning and resilient communications.

The Commission’s recent proposal for an EU Critical Communication System (EUCCS) provides another example of this evolution. The initiative aims to enable secure, resilient and interoperable communications for first responders across Europe, including during major crises.

From space capabilities to operational use

For Space Y, however, the key challenge goes beyond technology availability.

Europe already possesses advanced capabilities in Earth observation, satellite navigation, early warning and secure communications. Their full value will be realised when they are systematically integrated into preparedness and emergency-management systems, supported by appropriate operational procedures, interoperability and close cooperation between users and industry. This is the central message of Space Y’s works on civil protection.

Turning members’ expertise into policy action

Civil protection also illustrates how Space Y works as an association. Members bring operational experience, concrete use cases and market knowledge. Space Y helps transform this collective expertise into common policy messages and institutional engagement.

As Europe develops its next generation of policies for space, resilience and civil protection, ensuring that the experience of the downstream industry is represented in these discussions will remain essential.
