Enabling the vision: The role of the European downstream industry

3 December 2025, 14:30 – 17:30 (CET), Prague

This year, the Space Y – EUSPA Annual Meeting will provide an opportunity to discuss recent developments in policies, laws and support mechanisms relevant to the European downstream space sector.

Representatives from EUSPA will share their perspective on the evolving European policy framework and will receive input and feedback from the industry to inform policy design and implementation.

At the same time, Space Y members will be able to get insights useful to pursue the association’s activities and better prepare to upcoming policies and regulations relevant for the European downstream space sector.

Specific objectives
  • To inform Space Y members of relevant EU policies and initiatives aimed at sustaining the European downstream space industry, with particular focus on relevant measures of the proposed EU Space Act and the actions highlighted in the EC Communication “A vision for the European space economy”.
  • To exchange views on the measures needed to effectively implement the EU policies presented within the framework of the next EU Multi-Annual Financial Framework currently under review by the European Parliament.
  • To present and discuss the activities carried out by Space Y in 2025 to deliver recommendations to the EC and the European Parliament.
  • To discuss about ways to prepare the industry to timely profit from EU policies and initiatives aimed at supporting the downstream space sector.
Context and background

The year 2025 has seen European countries facing numerous challenges and threats to their security and economy, which highlighted the urgent need to increase Europe’s autonomy, security and resilience in strategic sectors, including energy, defence, secure communications, transport and health, among others.

The downstream space industry has a key role to play to achieve such objectives. Nevertheless, it faces increasing challenges to compete on the global market. European companies capture only 19% of the global downstream space market, while the EU is still dependent on non-European providers for some critical space-based services.

Recognising such gap, EU institutions are taking action to secure the whole European space value-chain. While the European Space Act aims at ensuring the safety and security of the EU Space Programme’s infrastructure, the EC Communication “A Vision for the European Space Economy” outlines a strategic framework to sustain the development and commercialisation of innovative space-based services by European companies and their use within European countries.

The first proposal for the next MFF, the EC Communication “A dynamic EU Budget for the priorities of the future” links the space sector to defence, dedicating an important budget to this pillar under the Competitiveness Fund.

The measures to be taken to support the sustainability and competitiveness of European downstream space industry will need to be better defined and effectively implemented to create value for civil society and economic growth.

Strengthening the downstream space sector is essential to contribute to job creation, reinforce Europe’s position in the global space economy, and enhance European security, strategic autonomy, and resilience across key domains.
