Space Y’s Policy Message Paper on the uptake of EU space services for resilience and civil protection

Space Y has published its new Policy Message Paper “Unlocking the Full Potential of EU Space Services for Resilience, Disaster Management and Civil Protection”, setting out a series of recommendations to strengthen the operational use of EU space services in support of civil protection, emergency response and resilience across Europe.

The paper builds on the discussions held during the joint meeting of the Intergroup on Resilience, Disaster Management and Civil Protection and the Sky & Space Intergroup at the European Parliament on 21 May 2026, as well as on the contributions received from Space Y members and stakeholders.

Europe already benefits from a broad portfolio of operational space capabilities, including Earth Observation, satellite navigation, secure communications and other space-enabled services. However, their uptake remains uneven across Member States, limiting their operational impact during crises and emergency situations.

The Policy Message Paper calls for a more systematic integration of EU space services into civil protection systems, supported by common implementation pathways, greater interoperability, training and awareness initiatives, and stronger cooperation between public authorities and the European downstream space industry. It also highlights the importance of continuing to invest in innovation and industrial competitiveness to ensure that future operational needs can be met by a strong and competitive European space ecosystem.

With negotiations on the next Multiannual Financial Framework (2028–2034) underway, Space Y considers this a timely opportunity to promote a more coherent European approach that combines operational uptake with continued support for innovation, ensuring that investments in EU space programmes deliver tangible benefits for citizens, public authorities and emergency responders.

The Policy Message Paper also includes a series of operational use cases developed by Space Y members, illustrating how European space technologies already support wildfire prediction, marine pollution monitoring, emergency communications, public warning systems and critical infrastructure resilience.
